So I posted about this in the Tampa SW forum as well, but I wanted to ask you guys too since you are my local crew. 1. Negotiating through the window just makes a risky behavior more risky. The Monger Rules aren't a garauntee of arrest if you don't follow, but a set of guidelines to follow to protect yourself.

There are a lot of risk takers out there. You may see a super hot SW with full balls that makes you want to take the risk, and you get away with it. That doesn't make it good practice. However, if you make a rule of not doing it, you have less to regret a d potentially greater defense if you do get caught.

2. That's the ballsiness of having a justification for your behavior. I remember monger who used to travel with a bulk case of those Christen comics and bibles and say they where converting.
