At this point, a cop can lie the whole way. The "breast grab" test is no problem and is not a valid way to determine whether someone is a cop. They can lie pretty much right up to the point where some kind of penetration happens. A HJ is unclear, but if it results in a bust it's unlikely that a judge would care. And, for added fun, even if a cop fucks a girl, they can probably still get her on drug charges if they wanted to. It's a completely different crime.
So no, the question is meaningless. Just give the girl the reassurance she asks for and move on. Not worth the argument.

" The operative phrase is "immunity from prosecution. " It means a cop cannot be charged with the crime of soliciting. He can commit a crime to catch a sex trafficker and not be busted himself. I does not mean lying about "are you affiliated etc" cannot be used as a defense by a girl turning tricks. The girl just can't turn around and sue him for fraud in the inducement.
