The john who is even less of a risk to the cop or anybody, gets fleeced out of several thousand dollars and gets his family and career destroyed because "they are ultimately the ones at risk". He's the lowest risk target, the biggest bang for the buck.
Now you see why the police put so much effort into a misdemeanor bust. It's money and productivity numbers.
I've heard from several girls that their arrest is usually settled out before they get to the station.
