How they're going to enforce it is a different story. Prostitution is legal in many countries; those would be prime areas to have such a web site hosted. I imagine the only thing the US could do would be to try to block it from being accessed here. China and Russia would laugh at the US if we tried to extradite one of their citizens for promoting prostitution.
