I called the agency and they confirmed the girl was NOT in Nashville. The local BP ad was using that agency's photo of one of their providers, and TinEye was on the mark.
While true that TinEye seems to limit its photo indexing to real sites and does not include Backpage ads as "real", and while it also seems to have fewer "hits" than other search facilities may, the point is that WHEN it hits on a photo, it is almost always correct that the "hit" proves the photos queried are purloined.

I would think that if CA were setting up a sting they would not want their images, phone #'s etc. Used in other places. More of a chance for google to rat them out.
