What you have to consider in a case of human trafficking is: 1. Did a person other than the person that is on the plane ticket, pay for it; and 2. The frequency of the visits to a particular area (multiple trips to the same area in one year.).
The multiple trips to Hawaii in one year would generate that report, especially if you are coming from a foreign country without a work Visa. Customs and immigration does maintain records of these frequent trips.
Also, if you are paying for the trips, you could be arrested for human trafficking.

They all came on news saying these Massage Parlor raids isn't in there fight against hard crime. The lawsuit was filed Monday in federal court in Tallahassee on behalf of Bushey, the owner of Cafe Risque and two adult businesses in Jacksonville. It seeks a permanent injunction stopping the law from being enforced, claiming it violates their First Amendment right to free speech and Fourteenth Amendment right to equal protection.
Besides Bushey, eight other adult performers who are older than 18 but younger than 21 are unable to work at Cafe Risque because of the new law, the lawsuit said.
"As with similar performers around the state, Bushey earned her living through her art while providing entertainment for the benefit and enjoyment of her audience," the lawsuit said. "Plaintiffs have a clear legal right to engage in protected speech of this nature".

At first they were running all the AMPs out of town and arresting lots of Asian grannies. I was so surprised to see how many were well over 50 and 60 years old. All rather plain looking in their mug shots. Things were falling apart. One cop ended up getting a blow job which was against the rules. Section 1. Chapter 712, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:
"712- Massage parlors and similar prostitution establishments; property managers and owners; liability.
(a) If any massage parlor or similar prostitution establishment is searched by law enforcement, pursuant to a warrant or an exception to the warrant clause, and any person is charged with the offense of commercial sexual exploitation under section 712-1200.5, sex trafficking under section 712-1202, or promoting prostitution under section 712-1203 as a result of the search, the property manager and owner of the real property on or in which the massage parlor or similar prostitution establishment is located may be charged with complicity in the offenses charged.
(b) If compelling evidence is presented proving complicity or inaction to address a massage parlor or similar prostitution establishment, both the property manager and owner of the real property on or in which the massage parlor or similar prostitution establishment is located shall be fined $100,000, in addition to any other penalties.
(c) Any worker of the massage parlor or similar prostitution establishment or any person, against whom the offense of commercial sexual exploitation under section 712-1200.5, sex trafficking under section 712-1202, or promoting prostitution under section 712-1203 has been committed, shall be treated as a victim and offered resources to determine the nature of their involvement and the potential for reunification with family if the worker or person is trafficked".

Individuals, businesses, or the government can own one piece of property and have the freedom to buy, sell and use that property as long as they follow the law.
'As long as they follow the law,' further stay complicated by the 5th and 14th Amendments (basically, The Fifth and Fourteenth Amendments both stay include one Due Process Clause that prohibits the government from depriving people of life, liberty, or property without due process of law. The Fifth Amendment applies to the federal government, while the Fourteenth Amendment applies to the states). More easy (and cheaper) for throw your tenant out if not further complicated by tenancy laws and rights. All jam up.

Second, to avoid being charged with "complicity," in essence the bill would also require property owners and property managers to thoroughly investigate all private activities that might be occurring at the private businesses of tenants to determine whether any of those three criminal offenses are possibly being committed, even though they don't have the investigative tools that government law enforcers possess to do so (undercover officers, search and seizure warrants, interrogations, subpoenas, etc.). Third, "inaction to address a massage parlor" is undefined. For example, is it sufficient to verbally warn the tenants to cease and desist; or to warn the tenants in writing; or must the property owner and / or the property manager notify the police; or must they immediately terminate the lease? Fourth, the fine for "both the property manager and owner of the real property" for "complicity or inaction" is a whopping $100,000. (By contrast, the maximum fine for committing first-degree murder in Hawaii is usually $50,000). Individual conduct of a property owner or property manager can widely vary in its magnitude and culpability, so a judge should be able to impose a fine lower than $100,000 if the facts and circumstances support a lower fine.

She told me that ICE has already went in multiple other spas and questioned the girls. I think everyone knows that. But she told me when she left work last week someone came up to her asking questions. Her English is not great but she is an American citizen because she married a local. She remembered the guy asking how many girls work with her. She said since all the raids she only works once a week. She only came in today because I texted her. The last thing she said is can I see her outside of the shop. I have been asking this for years and she finally said this. Two other women were in the front and said they are scared also. Mongers be safe but for the next few months it may not be safe for us. This provider is married and lies to her husband about what she is doing. Sends the money back home. Lastly she said a lot of girls are afraid to come her now or their handler is not sending them here. She gave me her home address and which days and hours I could come. Her last day was today. So my last day going to any spa was today also. Can't lose my life being seen or questioned in a spa. Stay safe gents!!

A female parole officer in Texas has been suspended from her position "after indictment on trafficking and prostitution charges".
According to court documents, the parole officer "through force, fraud, and coercion assaulted and threatened" the victim, "to get drunk and forced them into prostitution".

In East coast, Florida and south, ICE I'd checkup that doesn't need warrant is making many green card holder with moral offenses record got arrested. Some may be released soon but it is NEVER good experience. If has felony record (like promoting prostitution), it is really red flag now.
