No matter how the states go, it will remain a Federal crime for a very, very long time.
I got some insight into this last year. A large Asian public-private tobacco company hired my research firm to look into whether they should explore a pivot into cannabis, so we began exploring the potential global marketplace and legal and regulatory environment, sent agents to sit on the ministerial sessions of the UN's drug discussions (a big global effort to get cannabis rescheduled so it can at least be researched for dosage data), talked to UNODC (strongly opposed to cannabis) and the WHO (strongly in favor of cannabis), etc.
What we found was a veritable tangle of treaty arrangements which keep drugs illegal, and a few countries who are kind of the real forces behind criminalizing drugs (the main one being Russia, which is *dead set* against any kind of relaxation of the law.).
Pretty much every "strongman" nation is very opposed to decriminalization, because keeping drug criminalized is one of their main weapons against organized crime. Mexico, for example, fights cannabis decriminalization because they would lose a legal weapon against the cartels.
(Surprisingly, Jamaica is strongly against decriminalization, because they benefit from the financial support of a US-based coalition of churches which considers drugs bad.).
Basically, though, as long as there's organized crime, there will be a resistance to decriminalizing drugs, and this is all codified in a network of treaty agreements between UN members.
And now that pay-for-play is HUMAN TRAFFICKING (tun tun TUN! ) You can bet that a scaffolding of interconnected treaty arrangements is being built, AND that member governments see this as an awesome new tool to fight organized crime, rebel movements, opposition parties, etc.

Trump passed a lot of legislation included the biggest budget for anti-human trafficking.I'm saying the Federal Government does not currently prohibit prostitution. But like many things that are not explicitly part of Federal Code, the various agencies in the federal government can (and do) codify many things that are not challengeable until litigated. Similarly, the Executive Branch (the president) has wide latitude to create Executive Orders that are, again, the law of the land unless challenged successfully in court. Finally, federal attorney generals can decide what to and not to prosecute so there is a lot of latitude there as well (this is obviously how marijuana is "legal".
The point being, as you noted, rather than take on a polarizing issue head on (like the legality of prostitution at a federal level), they just use legislative or executive authority to regulate / influence.

I agree that the law is a disgrace, but I will never feel sorry for a CAMP girl. They make more money per month than most mongers do. If they don't like it, they can take a leaky, slow boat back to China where they can realise their true worth: little to nothing. I prefer balance, which shows both sides of the coin. Like most changes of this nature there are likely multiple causes. Once I go through a pat down and into one of the popular strip clubs on day shift I don't give it a thought. Might be a bit more cautious on night shift. Knock on wood, but in roughly 75 day shift visits I have never had a single person threaten me and I am an elderly white man typically in a black club. Only witnessed once real fistfight during the day and it was at Follies. As mentioned several times on the board, if your visiting a west side club (Wax, etc.) then watch your step outside the club in the gas stations and convenience stores. He told me to be careful in that area. He was deer hunting in about 1. 5 acres of kudzu covered trees and brush that bordered this busy industrial area. Spoke with a young officer yesterday at the gym that along with a group of his similar minded coworkers, have all resigned in the past couple months. Bizarre as it might seem, they were criticized for making too many arrests. The criticism was ongoing on a weekly basis. The arrests ran the gamut, but included plenty of convicted felons, weapons charges, and of course some drug seizures. Officers not reprimanded spent their shifts sitting in parking lots and making almost no arrests. So the unspoken message was don't seek out or initiate anything that leads to an arrest. Surprised me at first, but its simply a shift based on the political climate. Won't stop me from getting down to Atlanta although my advanced age and poor health have me waiting for some declining positivity rates before I take the plunge.

Those lazy entitled 13 percenters are at it again? Have you sat inside of a live classroom in an inner city public school lately? The public school system, especially in the inner city is absolute trash! In the one in thinking of they stop this guy for a different reason then he tells the female officer he has a licensed firearm in the trunk of the vehicle. They never had any reason to ask him to step out the vehicle until that. The scary ass female officer told the male officer she didn't feel comfortable. The black guy asked to speak to a supervisor for his safety because she was already acting suspect. After he made that request she pulled out her pistol and pointed out at the guys head. APD is one of the highest paid police departments in the country. When sworn in the mayor of Atlanta provided a raise for all officers before any other legislation was passed. Accountability and satisfactory performance is determined by the mayor's standards. I'll agree with the latter statement, and therein lies the problem. The mayor's standards blow with the political winds. If you think it's just about the money, which isn't that great at an average of $43.2 k / year according to the BLS (and that's 13% below the national average, by the way, according to Indeed.com), then you're dead wrong, which is literally the consequences these officers potentially face. When the mayor neuters the police force by firing them for performing their duties and defending themselves in the line of duty, second-guessing split-second decisions in life-threatening situations that she's never had to face, going on live TV the next day critiquing those actions and saying they make her sick before any investigation has been performed, then you're not going to have a motivated police force, regardless of the stellar pay you're claiming, which I also disagree with. I'll tell you whose actions make me sick, and it's the Mayor's. The DA Paul Howard already got what he deserved and got the boot by the voters for his part in bringing charges against those officers, who will no doubt eventually be exonerated. Lance-Bottoms is paying the price now for her actions, and hopefully will get the boot as well for throwing those officers under the bus.
There are plenty of police reforms that need to take place and plenty of bad officers, but this was not an example of that. If you saw the way these officers handled that arrest, they did not initiate or escalate the situation, and were very respectful. The mayor used this solely for personal political gain at the expense of the police.

Those police were called there, it's not like they were looking for trouble. And they were trying to make an arrest, and it had nothing to do with his offenses or blotter after the fact. His resisting arrest is what had to do with his offenses, and why the situation unfortunately turned deadly. I'm not going to sit here and say all the right decisions were made, but I'm also not going to sit here and say that I would have made all the right decisions in the heat of the moment either. The fact is Mr. Brooks created a life-threatening situation by wrestling with armed police officers, striking them, and taking their weapons and using them against them. The taser could have disabled those officers and then who knows what? Certainly there have been many officers killed in the line of duty where struggles just like this started. It's easy in hindsight to look at the video and say what could have been done, but in the heat of the moment with adrenaline going and your life on the line, you're not always thinking your clearest, and instincts do take over. It's unfortunate what happened but that situation was clearly created and escalated by Mr. Brooks, and for you to turn that around and make it the officers' responsibility is just wrong. Walk a mile if you dare....In the heat of the moment, anything and everything can happen and go wrong. Personally, I'm more to the point: If you're drunk driving, go to jail. Having a conversation with a drunk person is like having a conversation with an angry woman. Both are a waste of time when it's happening. Hell, in a tussle, "I" may have shot him in that same scenario. Knowing drunks like I do (LOL), I know how belligerent and aggressive they can become. We've all seen them. Some fall asleep, some want to fight. I'm not trying to find out which route the person's personality is going to take. That's just me. I guess they thought he would go peacefully. The character assessments come in afterwards, good or bad, which people latch onto to try and make a case or break a case.

A lot of police departments (I dare not speak for all) taser each other during training, but hardly any of them shoot each other (without a vest), but I will look into that before stating it as fact. Mr. Blake's ex called the cops when Mr. Blake showed up at her house and tried to take their children. Upon running his name through the criminal database the responding officers saw he had a history of domestic violence and an open FELONY arrest warrant. At that point it did not matter who was right or wrong in the current domestic dispute or if any crimes had been committed that day. Mr Blake was going to be taken into custody for an open warrant.
After multiple attempts to take Mr. Blake into custody with him resisting, Mr. Blake was tazed 2-3 times with no effect. I have not seen a tox report but think it obvious that Mr. Blake was feeling no pain. He then proceeded to attempt to flee the scene in his SUV. The kids were still inside. At that point the officers proceeded to physically remove him from the vehicle. When the officer laid hands on Mr Blake he pulled a knife and "moved his hand with the knife towards the officer. " The officer proceeded to "discharge his weapon until Mr. Blake dropped the knife. " I have seen people get shot. I can tell you with absolute certainty that 1-2 shots to center mass will disable motor skills of all natural / normal humans. Mr. Blake took 7 hits, point blank, to center mass before he dropped the knife. Again, I have not seen tox reports but that is not normal.
Now on to the CNN article. The first half presents very few of the above facts, out of sequence if they are mentioned. IMO it is presented in such a way to make the reader think that Mr. Blake was shot while fleeing the scene, alone and unarmed. Nothing they said is a lie, but they left out a lot of the important parts and shuffled the order to make it confusing. The second half goes on to explain that he did have a knife but again adds extraneous material like a quote from his lawyer saying that knives are legal and they added refuted statements (Mr. Blake admitted to having a knife) from witnesses saying he did not have a knife at all? What purpose does adding extraneous and refuted statements serve other than to sow confusion? It is never said or implied that Mr. Blake had a knife in his hand while resisting arrest when he tried to drive away with his kids in the back seat. Bits and pieces are there, jumbled, but not put together in any capacity to be clear and concise about what happened when the officer made the decision to shoot.
There is so much Polish on this turd it is blinding. The dirty cop shot the hero in the back and he was just trying to get away and not cause harm to anyone. Pretty much the same spin techniques that turn misdemeanor offenses into international human trafficking RICO crimes.

The media tends to misconstrue their information to incite a reaction. But overall we do need reform. It's not just the killings. Although obviously that angers people more. It's the mentality that a lot of officers have, racist or not, that they are the law and what they say goes and they violate rights daily. Obviously they do it more to minorities and that is the main issue. How would you feel if you got pulled over by a cop for no reason, pulled from your vehicle for no reason or some made up shit like they smell weed for example, then these cops choose to make you lean against the hot hood of their vehicle or some more fucked up shit. Cops have been doing shit like this for ages. These small little acts just to fuckn with you and show you that your not shit. Some of these ended up in murders. Some of them were warranted while others were not. The only difference is the fact now that we have the advent of technology, we are seeing proof. Some of it like this case are overblown or just misinformation but now we can actually have this discussion with investigations. In the past George Floyd would have died and the cops would have made some shit up and everyone would have believed them. Now we have true accountability. But still the problem continues. I know you've probably heard this plenty of times already but I'll say it again. What happened yesterday evening at the capitol building would have been completely different if it were black protestors. Look what happened this past summer. Yes I understand there were rioters and destruction during those times. I'm not defending these individuals. Just like there were peaceful protesters yesterday but people only want to speak about the rioters. But the consequences were different as far as police and military numbers and what they chose to do once laws were broken. We can sit here and argue individual situations till we're blue in the face but it's more important to discuss the inequality as a whole between black people and well minorities in general vs white supremist. Yesterday was a clear example and I you may be able to defend a lot of bs but I truly don't see how someone educated can defend that shit. Its like this country becomes more of a laughing stock of the world as each day passes. I don't want to ever hear an American pass judgment on how another country is running their shit.

Wait until a proper and complete investigation is conducted and reported. The cops are always telling people not to take action themselves. Here is a news flash, if someone breaks into my house and I am able, I will call the police, inform that I have an intruder and that I am armed. Then, if the perp or perps put me in a bad situation inside my own home, I may very well blow their brains out. Punked, again, nothing personal but the media narrative on many recent events, not just Jacob Blake, is based on cherry picked facts and very biased. If you really dig deep you may find that being pulled over for "nothing" rarely happens in these situations. What you also may find is that small things like a burned out taillight or expired tags escalate quickly for no good reason. The media keeps talking about "no justice for the murders" of Jacob Blake, George Floyd, Trevon Martin and Michael Brown. From what I have found and read, all of those individuals made poor choices that substantially contributed to their own death. Are the people with their fingers on the trigger completely blameless? Not in my opinion, as in hindsight, I can Monday morning quarterback an outcome that could avoid the death of many of these individuals. Thinking about the two kids in this name list is especially difficult. At the end of the day the problem is that the responding officers and people involved are forced to make split second life changing decisions while the rest of us have hours if not days to review video and first person accounts of events. No matter your opinion of who is "right or wrong" in these situations, I like to think that we all can find unity in agreement that if the individuals involved made different choices those departed may yet still be with us today.
I am white. When I was young and dumb I got a new license plate in the mail but couldn't put it on because my old one was rusted tight. I got pulled over for expired tags in a one traffic light town, gave the officer my license and papers, explained what was up, told the officer my new plate was in the back seat and turned around to get it. What I didn't see was his rookie partner behind the car. She drew and started yelling when I turned around. He didn't know what she saw and drew on me too. I was paralyzed with fear and a mouse fart away from having my brains decorate the inside of my windshield. When I figured out shit was going down and heard their instructions, I "dropped it" "slowly put my hands behind my head" "exited the vehicle backwards" "leaned over the hood and slowly put my hands behind my back. " I was cuffed, searched and ordered to "not move" while his partner searched my car and found "the object" I was holding which was a grocery bag of snacks and my new tags. They stepped away but I was close enough to hear them. They basically had a sigh of relief, told each other what they saw, agreed there was no weapon and then my I'd and papers came back clean. Even then his partner was still worked up, he told her to go put something in the trunk and take a moment to decompress. He then explained what happened and let me go without even a warning and told me that if I ever get stopped again, never ever take my hands off the steering wheel. I have been stopped twice since then without issue. Bad things happen to people who do dumb shit and can't follow simple instructions. I consider myself fortunate to only make one mistake that day. As I drove away I saw where his partner had puked up her lunch behind the cruiser. Looking back on events that happened 22 years ago, with much personal growth and maturity, I don't blame them. I also realize they may have been just as scared as me. I am so embarrassed about this, I have never told friends or family it even happened.
The Walter Scott shooting is one that personally bothers me. He was pulled over for a burned out tail light. He had no registration or insurance and a wavering story of who owned the car he was driving. He also had an outstanding arrest warrant for failure to pay child support. Despite all the flags both people act respectfully, at first. He gave his drivers license to the officer then decided to make a run for it when the officer was running his info.

Another video starts when the officer catches Mr. Scott. It's not clear what happens but there is physical contact between the officer and Mr. Scott as Mr. Scott resists arrest and runs away, again. The officer claimed Mr. Scott grabbed his taser. The officer fired 7-8 times at Mr Scott as he was running away, killing Mr. Scott. The media made a slow motion frame by frame analysis that shows what appears to be the officer's taser be thrown behind him during the struggle. The officer appears to pick up the taser and lay it beside Mr. Scott's body after shooting him. Of everything that happened, that was the focus of the majority of the news that played on endless repeat.
I believe that of all the shootings with high media coverage that have occurred IMO this is the one that most closely fits the sensational headlines of "white cop shoots unarmed black man as he runs away. " As you can see there is much more to the story than the headline, but many fail to look beyond as the media continues to hammer this point, over and over and over again. Did Mr. Scott grab the officers taser? Did the officer not see it fly behind him and think Mr. Scott ran away with it? Is it even justifiable to shoot someone who has a taser? All good questions that will likely never have an answer we all agree with. When putting myself in this situation, I would like to think that with Mr. Scott being 50, even if he had my taser, I would have decided to chase him down again instead of shooting him. But again, Monday morning quarterback after days of thought vs the entire thing taking six seconds to unfold. The same "what if" could be pondered if Mr. Scott had decided to not run and be taken into custody on an outstanding warrant. Regardless of any of our opinions of "right or wrong" Mr. Scott is dead. If the media is really seeking justice for black deaths why is this outcome not celebrated and used as a positive example of what should happen in a civilized society? If you ask me, I think there are plenty of racial tensions for some very valid reasons in this country and the media is more interested in stoking that fire and inciting riots than constructively working towards solutions of real problems.

When these events happen and my kids want to talk I skip the headlines, watch the videos with them and just talk with them about what they think, how they feel and ask them how things could have been different. Punked, again, nothing personal but the media narrative on many recent events, not just Jacob Blake, is based on cherry picked facts and very biased. If you really dig deep you may find that being pulled over for "nothing" rarely happens in these situations. What you also may find is that small things like a burned out taillight or expired tags escalate quickly for no good reason. The media keeps talking about "no justice for the murders" of Jacob Blake, George Floyd, Trevon Martin and Michael Brown. From what I have found and read, all of those individuals made poor choices that substantially contributed to their own death. Are the people with their fingers on the trigger completely blameless? Not in my opinion, as in hindsight, I can Monday morning quarterback an outcome that could avoid the death of many of these individuals. Thinking about the two kids in this name list is especially difficult. At the end of the day the problem is that the responding officers and people involved are forced to make split second life changing decisions while the rest of us have hours if not days to review video and first person accounts of events. No matter your opinion of who is "right or wrong" in these situations, I like to think that we all can find unity in agreement that if the individuals involved made different choices those departed may yet still be with us today.
I am white. When I was young and dumb I got a new license plate in the mail but couldn't put it on because my old one was rusted tight. I got pulled over for expired tags in a one traffic light town, gave the officer my license and papers, explained what was up, told the officer my new plate was in the back seat and turned around to get it. What I didn't see was his rookie partner behind the car. She drew and started yelling when I turned around. He didn't know what she saw and drew on me too. I was paralyzed with fear and a mouse fart away from having my brains decorate the inside of my windshield. When I figured out shit was going down and heard their instructions, I "dropped it" "slowly put my hands behind my head" "exited the vehicle backwards" "leaned over the hood and slowly put my hands behind my back. " I was cuffed, searched and ordered to "not move" while his partner searched my car and found "the object" I was holding which was a grocery bag of snacks and my new tags. They stepped away but I was close enough to hear them. They basically had a sigh of relief, told each other what they saw, agreed there was no weapon and then my I'd and papers came back clean. Even then his partner was still worked up, he told her to go put something in the trunk and take a moment to decompress. He then explained what happened and let me go without even a warning and told me that if I ever get stopped again, never ever take my hands off the steering wheel. I have been stopped twice since then without issue. Bad things happen to people who do dumb shit and can't follow simple instructions. I consider myself fortunate to only make one mistake that day. As I drove away I saw where his partner had puked up her lunch behind the cruiser. Looking back on events that happened 22 years ago, with much personal growth and maturity, I don't blame them. I also realize they may have been just as scared as me. I am so embarrassed about this, I have never told friends or family it even happened.
The Walter Scott shooting is one that personally bothers me. He was pulled over for a burned out tail light. He had no registration or insurance and a wavering story of who owned the car he was driving. He also had an outstanding arrest warrant for failure to pay child support. Despite all the flags both people act respectfully, at first. He gave his drivers license to the officer then decided to make a run for it when the officer was running his info.

Another video starts when the officer catches Mr. Scott. It's not clear what happens but there is physical contact between the officer and Mr. Scott as Mr. Scott resists arrest and runs away, again. The officer claimed Mr. Scott grabbed his taser. The officer fired 7-8 times at Mr Scott as he was running away, killing Mr. Scott. The media made a slow motion frame by frame analysis that shows what appears to be the officer's taser be thrown behind him during the struggle. The officer appears to pick up the taser and lay it beside Mr. Scott's body after shooting him. Of everything that happened, that was the focus of the majority of the news that played on endless repeat.
I believe that of all the shootings with high media coverage that have occurred IMO this is the one that most closely fits the sensational headlines of "white cop shoots unarmed black man as he runs away. " As you can see there is much more to the story than the headline, but many fail to look beyond as the media continues to hammer this point, over and over and over again. Did Mr. Scott grab the officers taser? Did the officer not see it fly behind him and think Mr. Scott ran away with it? Is it even justifiable to shoot someone who has a taser? All good questions that will likely never have an answer we all agree with. When putting myself in this situation, I would like to think that with Mr. Scott being 50, even if he had my taser, I would have decided to chase him down again instead of shooting him. But again, Monday morning quarterback after days of thought vs the entire thing taking six seconds to unfold. The same "what if" could be pondered if Mr. Scott had decided to not run and be taken into custody on an outstanding warrant. Regardless of any of our opinions of "right or wrong" Mr. Scott is dead. There are instances where abusers get caught after years of fucking people over or now that there is always someone filming you might get lucky and catch an officer planting drugs in a car or threatening a woman or a man for sexual pleasure and other things. You think the ones that get caught are the majority? No that's a small percentage of corruption. And we are fucking tired of it. That's the main thing people need to realize. Don't think so small minded. Don't focuson just one thing or disproving every little thing the media pushes. At least you have personal experience. Don't know everything about the situation between himself and Trayvon Martin, but I got the impression that Zimmerman thought of himself as a badass as he wanted to be a cop but didn't qualify. Then he get himself a job as a security guard, buys a gun and tries to play badass in an attempt to satisfy his personal insecurities. If Trayvon Martin had lived and been able to testify, we might have seen Zimmerman sent to prison.

You know, it's the zeitgeist. As Rosanna Rosanna Danna (allusion for my fellow greybeards) says, "it's always something. ".
Basically, at any time you need a money driver for the nonprofit sector, whether it's Sally Strothers tearfully maneuvering her whale-like form next to some starving children and asking you to sponsor a child, or what's her name (I'm bad with Greek names) and the trafficking.
Trafficking is perfect right now because it plays into the whole "patriarchy" thing: "oh no, old white dudes are slipping it to the asian hotties!
Granted, my dick has colonized so many pussies of color it's practically wearing a linen suit and Panama hat, but pretty much those legs all spread of their own volition (or at least to the sight of dollars, baht, pesos, etc).
Anyway, it's an invented crisis. If you want to witness its power, go find a picture of some barely legal Asian village girl (Cambodian should work), write up a story about how she was trafficked and wants to go to school, and run a GoFundMe for, say, $2500. I bet it has a good chance of scoring a hit. People love that stuff!
The particular beauty of "trafficking" is that it plays into the hand of law enforcement (who can use it to replace some of the drug offense which are disappearing) and politicians (on either side of the aisle, because "think of the children!' will never get old.).
O.This is a good example of the "all or nothing" dialogue that's poisoned debate in this country. We either get "all sex work is trafficking" OR "it's all made up. " The truth is in the middle. For example, the fact that someone is older does not automatically mean they weren't coerced in some way; all that needs is force or other coercion. Just because it doesn't fit the movie of the week scenario (hot, usually white 20 year old) doesn't mean it's right.
Having said that, certainly not all sex work is coerced (though the drug dependency angle does muddy that some). Unfortunately, any middle ground common sense approach probably isn't possible, due to our Puritan history), but if we want to avoid total shutdowns, we have to stop pretending there's no issue at all.

It's like an extra they tack on for more fines.The expense of making the arrest (sting operation, cost of going to trial, etc.) means that LE is (properly) incentivized to address any reasonable infractions.
Another thing you will often see in bust reports is that other providers might only get charged for being unlicensed. If the provider has a license but it is not on premises, that charge is often dropped.
The one thing you do not see publicized a lot are the outcome of the charges I. E. Does the accused end up getting convicted.

It's issued per county code, not state; some municipalities may have their own ordinances. It's sort of case by case.
For example, DeKalb County has massage therapy licenses AND licenses to operate a massage facility (Article VIII, section 15.266-15.282.) The hitch is that the license ordinance sets minimum standards, including "good moral character" (so no criminal record) and proof of certification (from taking a certified massage therapy curriculum).
There are escort licenses as well. All this stuff is administered by the same outfit that handles stripper licenses, pool hall operator licenses, etc.
So, for example, let's say Soon Yi owns a massage establishment which employs Candy and Michelle as therapists, Soon Yi would need a massage establishment license as well as having on file therapist licenses for Candy and Michelle, as well as a business license (the state wants its cut).
But imagine a scenario in which Candy and Michelle, living in Busan, hear about an opportunity to make good money in the USA, and the massage folks fly them over and then *enroll them in massage therapy school* to get a license? Improbable. Hence the ease to tack it on as a charge.
I've met massage girls who were actually *good* at massage, so some do get certified, but I imagine they're in the minorityear old.
