One of the reasons why I enjoy downtown street mongering is that there's no "going rate," it's free-market economics. The cost can be affected by a variety of factors, including which provider is involved; which customer is involved; the customer's bargaining skills; whether the customer is already well known to the provider; the specific sexual activity that's involved; how much other potential business is available to the provider at the particular time; and how much the provider needs money for drugs or other reasons at the particular time. For example, over the years I've occasionally had full-service dates (with unattractive providers) for as low as $20. On the other hand, a brother monger recently reported spending $120 for about 11 minutes of full-service sexual activity. So the cost can widely vary depending upon the monger and the precise circumstances.
There's no single specific "fee for oral sex" downtown. The cost can depend upon a combination of various factors, including the desirability or undesirability of the individual provider; whether the provider strongly needs quick cash (such as for a drug buy); how many other potential customers are around at the time; whether the particular customer is a provider's good regular customer or unknown to the provider; what type of service is desired (covered, uncovered, cim, swallow, rimming); the negotiating skills of the particular customer, etc. It's an excellent example of free-market economics in action.
I wish that I could name one specific "normal" price for you, but downtown street mongering is a great example of free-market economics and personal freedom of choice, so there can be many variables involved that prevent a "one size fits all" answer. The variables that affect pricing may include the age and appearance of the particular provider and the particular customer; the quality of the provider's fellatio skills; the quality of the provider's attitude and personality; whether a customer wants any special services from a provider such as deep throating, a BJ-rimming combo, or finishing with a swallow; whether it's a brief car date or a longer non-car date (apartment, home, hotel); the provider's need for money; whether or not business is slow at the particular time of day or night; and how many dates the customer has already had with the provider (a trusted multiple-repeat customer may receive more price flexibility). I'm finding them to be super-interesting and educational. You've presented a comprehensive view into the world of street mongering; something I'm not familiar with. Now I feel I have a much better understanding of what it takes to participate in that kind of mongering. The upsides would be less cash spent overall, and also it looks to me like that monger style is much more of an adventure and challenge (than AMPs). I reported possibly observing Elaina myself in October of 2018, but that was a brief viewing in dim light and was primarily based on the fact that the woman viewed was wearing a "men's hat and multicolored yoga pants," which another downtown monger had reported Elaina was wearing at that time. Anyway, my memory of that woman has faded by now, so a current and very specific description of Elaina would be useful.
In April of this year, another monger reported that Elaina's hair was then "blond". Is her hair still blond, or as previously reported, brunette? Is she still as "slender" as previously reported? Is her hair still "long" as previously reported? What type of clothing does she usually wear now? Inquiring minds want to know (smile).

Thanks in advance.In the predawn darkness early on Monday morning or Tuesday morning (I don't recall which of those two days), Mila was available (1) on the Diamond Head side of Nuuanu Avenue, slightly mauka of the South Kukui Street intersection, and then (2) at the Diamond Head corner of the front of the Longs building (facing the parking lot). In my opinion she looked great (at least with her makeup and clothing on), much better than the usual type of downtown streetwalker. If I didn't already know about her, I would have immediately stopped for her. However, knowing her modus operandi from talking with her before and from reading prior reports on her by other mongers, I kept on driving.

For those of us who don't regularly cruise and pick up (and know, from sight, which one is which) how do you know? This advice might be helpful when cruising the downtown area, especially South Kukui Street, North Kukui Street, and the adjacent streets. If you spot a potential provider but you're unsure, try to make friendly eye contact as you drive by her at a leisurely pace. Then see if she physically and / or verbally indicates that she would like to speak with you. For example: smiling at you, waving to you (even a small wave), or saying hello or some other greeting to you. Of course, if she shows no indication of wanting to speak with you, even after a few discreet attempts, you can just move on.
