El Monte city manager faces dismissal after being busted in prostitution sting
EL MONTE - City manager Jim Mussenden could be removed from his post today after being arrested Thursday night on suspicion of soliciting prostitution in Pomona.
Mussenden, 59, was among 30 suspects arrested during a six-hour sting, which began at 6 p.m. near East Holt Boulevard. He was cited, given a court date and released, Pomona police said.
Mussenden referred all questions about the arrest to his attorney, Ira Seltzer, on Friday.
A phone message left for Seltzer was not immediately returned.
The El Monte City Council is holding an emergency meeting at 12:30 p.m. today at City Hall to determine Mussenden's fate.
"There is no way he could stay on. I don't think Jim would cause himself that embarrassment," said Councilwoman Emily Ishigaki.
Mussenden could face dismissal or suspension at the closed session council meeting, Ishigaki and Councilman Juventino "J" Gomez said.
"We have to take immediate action, we can't wait until Monday," Gomez said. "We will not tolerate this from anyone."
Ishigaki said she thinks the council will put Mussenden on administrative leave.
"And I think he will resign and do the right thing," she said.
Thursday's sting involved undercover police officers posing as both prostitutes and customers in an area known for heavy prostitution activity, according to Pomona Lt. Alex Rilloraza.
Twelve women and 18 men were arrested in the sting. The men without outstanding warrants were cited and given a court date and then released, Rilloraza said.
Pomona police released few other details Friday about the arrests.
Even though Mussenden has not been convicted, City Attorney Dave Gondek said the council "has every right and prerogative" to inquire into what happened and take action.
If his contract is terminated, Mussenden could receive a severance package of six months' pay, according to city documents.
Mussenden has been active in the El Monte Kiwanis Club and the Boys & Girls Club of San Gabriel Valley, according to his biography on the city's Web site.
He is married with an adult daughter.
Ishigaki said Mussenden called her and told her of the arrest. She was with him Thursday at a Council of Governments meeting in Irwindale.
"He is extremely distraught," she said. "Everybody is shocked. Other department heads are calling, crying."
Police Chief Tom Armstrong said the arrest could reflect poorly on the city.
"It does impugn the character of the city because of his position, but it shouldn't," Armstrong said. "This should not be something that extends to the reputation of the rest of the personnel of the city. You do not hold a son accountable for the sins of his father."
Gomez called the arrest "demoralizing" for the community.
"It's not just an effect on an individual and his family ... it effects the whole community," he said. "I want people to see the beauty of the city, but the things that happen ... You keep on saying, `What's next?' And then something like this happens. I go places and people make a joke out of El Monte."

EL MONTE — An El Monte police sergeant pleaded no contest to a charge of soliciting a prostitute more than a decade before he was named as defendant in a sexual harassment lawsuit filed against the city.
Al Tromp was charged in 1997 with the misdemeanor. After his no contest plea, a judge sentenced him to five days in jail and one year of probation, Los Angeles County District spokeswoman Jane Robison said.
Despite his conviction, he was allowed to keep his job with the police department.
Tromp, 52, is the central figure in a sexual harassment lawsuit filed against El Monte last week.
El Monte Police Officer Mechelle Marin alleges Tromp spoke into her breasts and made sexually derogatory statements while he supervised her.
Marin contends that she complained both verbally and in writing to supervisors, who failed to take corrective action.
Marin's lawyer said on Monday that the revelation of Tromp's prostitution conviction proves the department knowingly tolerated the sergeant's inappropriate behavior.
“This appears to be further evidence that Sgt. Tromp had a long-standing propensity to treat women as sexual objects,” attorney Solomon E. Gresen said in a written statement. “One would think that the El Monte Police Department would have long ago recognized the need to rein in Sgt. Tromp's unlawful behavior.”

I think this is a serious topic that all mongers (friend or foe) need to band together and set the correct standards!
The following slightly depend on door charge, but lets assume .5/hr.
A massage no matter how great, even when outside roaming is allowed, but as long as there were no HE, then one should NEVER tip more than .1 IMHO. That's assuming you are actually a monger and not one of those that's happy with no more than a decent massage. If you belong to the later group, by all means stop reading further.
An average massage with decent HE deserves .2 and no more if there were no extras (e.g. DFK/LFK, rack access, etc).

I was Trolling through Hacienda Hgts.
