The only one they care about is Steve, because under current society, he is the one trafficking the escorts, so he is the bad guy. If memory serves me it is a year in jail for him. I suspect they may try to contact the escorts he managed over the years, but since most are addicts, they will not be great witnesses. If any of the escorts (currently or in the past) have charges, they will see if they will testify against him in lieu of dropping their charges. They may actually wait to see if they can arrest any of the past escorts he had, and then see if they can turn them against him.
All they care about is pinning Steve into a corner to agree to a plea deal. In the end they just want schedulers to be out of business, and to get the free press an arrest gives them.
As one Forum user mentioned, he seems to have paid for some motel rooms. if that is the case they may contact hotel managers to see if they have him on camera paying for rooms. that's the kind of thing that locks him in as the scheduler and fits the elements of the law he has broken. They will grab his bank records and he will have to explain where the money came from. They may see who paid for his web site. They may try to see who owns the phone number he uses for appointments.
