Ukraine leadership up until Feb 2014 was Yanukovych who was essentially a Russian puppet (similar to trump but smarter in general). He would not accept and did not want our help.

By the time Ukrainians ousted him and is ilk, the interim Ukraine govt did not want to rattle sabers. There were still pro-Russian in their govt and, so it was not until Oct 2014 that a new Ukraine govt was installed and they then made joining NATO / EU a priority. Mind you, there were (and are) numerous pro-Russian Ukraine govt members.

It was then another four years til Feb 2019 when Ukraine officially enshrined the plan to join NATO / EU into their constitution. So you have to figure, for the first two years of trumps term it was not a done deal. And it wasn't until just 8 months ago, June of 2021, that NATO re-agreed to their previous (2008 Brussels) decision to admit Ukraine into NATO.

And while Nordstream 1 was completed a while ago, the russians and germans were still working on another pipeline. They needed Ukraine to be calm until that was done otherwise it would hinder energy movement. Nordstream 2 was completed last September.

Which is just a few months before russia started the buildup along the border of Ukraine.

So there was not a real opportune moment during trumps term for putin to take Ukraine without seriously disrupting an important money supply. Hence why the republicans and russians were so in lock step on trumps second term. Since that failed, putin could kick the can down the road and risk Ukraine actually becoming part of NATO or just make for the grab now. Which it looks like he is doing.

That has the full list of federal cases associated with Jan 6, the charges, their individual status, and filing documents associated. For citizens being held prior to arraignment or trial, well the detainment of Japanese Americans during the second world war comes to mind. Or the various cases associated with Jim Crow and the Civil Rights movement. Plus the present day and the multitude of individuals waiting trial, as pointed out earlier, unless those don't count for some reason.

As for them actually not being arraigned/tried, again referencing the DoJ's Capitol Breach Cases, 350+ of the 650+ cases have been arraigned, and there are 200+ plea agreements. That memorandum was issued on 21 Dec 2021 and mentions two prior hearings. So in actual fact, despite the case not being kept fully up to date on the DoJ's site, it is still moving forward. I am not going to go through all of those cases to compile statistics on them. That is not my job.

As for your second question, the burden of proof is on the prosecutor. As he is accusing the US of forcing people to 'read specifically slanted political material' before granting their sixth amendment rights he needs to provide proof.
