They want to make sure you are who you say you are and that you're not going to do something stupid and hurt the pornstar you're meeting. If you've seen any escorts in the past, you can check with TLC and see if they are ok as references. If you have seen any escorts who have reviews on other sites and a web presence, they would be good candidates to use as references. I usually check with whomever I'm asking to be a reference and give them a heads up, but that's just me.
I got screened with TLC many years ago, I can't remember who I used as references but I did ask TLC if it was OK to use an escort in my area as a reference.
