Any VPN that will put you in another country will work. There are lots of different VPN services. Many of them free. TER doesn't allow access from the USA, but VPNs make it look like you are logging in from somewhere else. However, there is nothing useful on TER anymore. It is a wasteland. Just a tiny shell of what it once was. I'm surprised they even still exist.

Its the same as a regular browser. You just have to know the address for the site you want. Idk what TER onion address is. TOR is the most common browser I think.

I think you're talking about the "Opera" browser. It's a free download and you can set up a VPN to make it look like you're somewhere else on the planet. This works for TER (I use it and am using it right now for USASG). You'll be quite disappointed by what has happened to TER since FOSTA.
