The you-turn you mention could be explained by the maps of the precinct boundaries which should be studied and appears that I-17 is the border thereof. Thus, if one picks someone up (which I recommend nobody do) then probably ought to head East of the I-17 asap.

Or to avoid traffic stop, approach on foot and get phone number of a girl and / or walk across the precinct boundary to a parked car safely East of I-17.

Got to check out 27th Ave, very active from just south of Camelback up to Northern. Some girls walking to and from the motels at I-17 and Northern. Also a few girls on Bell, mostly near the QT by 19th Ave.
