Generally. Isn't this what happens very often to escorts & AMPs (Some other business located near the AMP complains about walks up (more than going into their own biz) . Or a spouse learns about their husbands "lunch break" activity and complains to the local authorities. The authorities respond to the complaints and take action, maybe even create a news story. The activity occurs in every city, human trafficing gets mentioned often. The "hobby" is not appreciated by 50,75% of the general public. Maybe more?
