Yes, giving clean needles to junkies is a very good idea. As a society we can spend pennies on needles or millions on dying broke aids patients.

Following the same logic shouldn't the city be providing shelter for people that want to shag so they can be safe also. I'm sure that this can and will be challenged in court as a breach of privacy as loitering for prostitution isn't a sex offender related "crime".
