    That's a really tough sell from the powers that be to justify that. Getting a massage is NOT illegal.     That is an interesting story. They, according to the article, operated for 9 days, on average approximately 10 people a day had been arrested, and probably apprehended immediately upon completion of some negotiation or money exchange.     I think a lot of it has to do with the regulations that each town has for mp's. I remember a few years ago reading about a parlor in OP where the guy and girl were arrested because he was observed in the shower and she was in the room with him, and they stated because he was naked it was against regulations even though no sex act was observed. I would guess that's why a lot of times in the TS room you get the washcloth cover to start.

    I've also heard about parlor's that are set up as stings, but those always had the offer right at the beginning and the suckers who got busted accepted off the bat.
