The area is riddled with drug dealers. Its like an open market but not a legal one. So folks who look like amatures and drive around seeming out of place draw attention from dealers and LE.

The reference to Indiana would require a bit more info for anyone not familiar with the neighborhood. To clarify, Indiana west of Kensington Ave up to Front St is a very popular stretch for people to walk up to the various corners along Indiana where drugs are sold.
