Apparently someone didn't do their homework because no spa is open at 830 am. Raiding an empty spa, that's classic, and the news was there to capture the keystone cops in action. Not enough staff to investigate real crimes but enough to raid empty spas? When are the people going to realize that their backs aren't got by HPD.
