Yeah it's pretty easy to find owners of a car and address, Carfax the tag number and state, get VIN, try to get an insurance quote online. From there it will ask about household residents for the address you plugged in. Since the title is someone else's there's a good chance the owners name will populate. Take that name into an address search. Yes it's a few steps and time, but if someone wants to get your info it's not overly difficult in today's tech world.

There's also paid subscription sites to get info, probably less steps than the free way.

P.S. I've never done what I said above, but it did pop the sellers name up when I was getting insurance quotes for a potential car purchase.
