I've shopped all over the country for decades. I don't always partake but I've seen the pattern. Step 1 - drive the girls off the street. Step 2 - set up decoys and get the johns. Once the revenue stream decreases the revenue stream dries up and the girls can't support their habits. Rinse and repeat this a few times and a nice red light district like Sully dries up. This idea really only works if the city plans to renovate the neighborhood. They did this in Cincinnati back in the 90's but they only managed to move the action from Over the Rhine to Warsaw. Covington tried the same thing and the trade still exists. Cincinnati isn't what is used to be but Cleveland is done. It took gentrification and years of work but Cleveland is a waste of our time. Trouble is that Sully has been Sin city for a century.
