That's exactly my point, very annoying. The worse part is that she doesn't reach out and cancel when she can't meet, she just ghost you and doesn't reply for weeks and comes up with BS excuses about why she didn't reply. If her excuses are real, she has some serious drama in her life and / or a guy she is working for.
