Back in like 2004 the "Hawaiian Spa" in Ashtabula was across the street from the highway patrol. They were there for quite a while, and were FS.

I wonder whether AMPs are a precursor to legalization (with regulation) in most jurisdictions.

Only Nevada allows in (in 10 out of 16 counties).

It was closed for about a year?(ish) for no discernable reason. No bust or crackdown, I just assumed old owners wanted out and maybe new owners decided o take over what was already and existing AMP space. I could be wrong.
