Why not require a non-refundable deposit once an invitation has been accepted and the talent booked? Then, at least the organizer (and the talent) don't get completely screwed. Plus, having made a deposit (as it were) would encourage attendance.

At least for the two I set up I had a couple of guys show up. But you're 100% correct, trying to set these up is like herding cats.
