Haggling is a very culture specific phenomenon, is some it is expected. Most European cultures are not inclined to it unless they are professionally trained to negotiate, like lawyers, salesmen, buyers, etc. Middle Easterners expect it, Asians too. Sometimes a negotiator assumes the partner has the same objective but not always so. They may want more overall $, not highest per minute, lower risk, better timing, etc. Offer to extend time, play in low demand hours, offer room pmt, or any other incentive, there are no rules, ask and make a deal. You get what you negotiate for.
