I think you're forgetting one of the main techniques LE employs. They can go undercover to collect evidence to be used later to indict and also as evidence to obtain search warrants.

I was shocked to read the Police Chief saying that they no longer have available police officers to chase after the robbery suspects, car thefts, etc. They then have the audacity to use our police officers to catch an average citizen doing 35 mph in a 25 mph zone, sending officers for assistance at the TMT, and constantly harassing the Massage parlor folks who are not hurting anyone. What the hell is going on in Honolulu. We really need to get our priorities straight.

Yeah, lazy slacking cops, don't want to do an honest day's work. Maybe home owners should just shoot would be robbers and drag their bodies outside and not even call the cops. Just get rid of the weapon and let the cops figure it out. There is a serious meth problem and a vast majority of stealing to support this habit, so jailing them will not solve the problem. I see allot of cops boot legging at many construction sites, so if HPD chief says not enough manpower, than how about letting contractors do this instead of cops making OT?

Maybe the City Prostitutor considers these places short term vacation rentals.
Maybe, instead of calling them relaxation centers, or day spas, they should call them day vacations.

Once again, no raid happened at Pine Tree. Just photographs were taken of Me by god-knows-who.

Not one arrest or conviction for Trafficking
It's quite sad that the state is blowing that money on so called trafficking yet they have not arrested one person on trafficking charges. I wonder if the feds will ask for their money back once they catch wind that the whole thing is a bunch of lies and smoke and mirrors.
