I have been going to Tijuana for 30+ years. I have been going there quite often recently since they killed the SW scene in SD. Walking in the Tijuana artisan district and the Zona are relatively safe and are secured by the Federales or the GOOD Mexican LE. Don't drive or you WILL pay a fine to their local policia. Drove there four times. Three tickets and my car got broken into. Not worth it.

This what I do when I go to the zona. Walk across the turn styles. You officially crossed the border. Go straight until you see a bunch of taxi drivers. Tell the driver that you want to go to adeletas bar. If he tries to tell you of another bar. Don't do it because he gets kick backs and that bar is pure bullshit. Just tell them to still take you to adeletas bar. Its about five bucks. About a ten minute drive into the zona. They'll drop you off right in front of the bar. You can do this in the day time if your a little jittery going during night fall. Thats what my buddy does. Kick back for a few hours and take the cab right back to the border.

If you're looking for the best bang for your buck then Tijuana is the place. Twenty to Sixty U.S. I just got back.

Since I'm still basically an amateur gringo, I rode into Tijuana town on a wing and prayer with my gun out, already cocked and loaded. Not that this place requires any adept mongering skills. Unless you're a hardened hobbyist of the Señor class, already grown tired of the street and strip scene, and duck into torrid hidden places for your adventuring. Next week I will be in SD for a few days but can only "get away" during the daytime.
