The long time Cook County (Chicago) sheriff Dart has made a career of vice raids; has to be Much easier and safer than going after those gangs ya know.
Those ordinances / licensing are just new taxes.

The women in that salon are working off their debt and additional debt they incure with living expenses. Karen doesn't complain about that when she gets her nails done.
Back to my point if I had one. They will continue to operate as the city changes. They just have to figure how to change with the rules. On a side note, the more laws, the more GB can throw at them when they get busted.

A licensing requirement is not really going to do much is it? I guess it would make it easier to shut down or harder to get (re) established in that they could "revoke your license" if they think anything is going on. I would imagine it lowers the legal barrier in that now they don't have to set up, execute, and prosecute a sting to shut a place down. They can just say "you are not meeting the licensing requirements" and shut it down. What I don't understand is how the Geisha House in Madison continues to operate successfully (not that I at all oppose that, I actually think it should all be legal). Do they have some "unique" arrangement with local LE? That place has been open and operating out in the open for 30+ years. Are the AMPs just not willing to hire enough attorneys to fight they system? GB will now fall by the wayside to I guess.
Now that I have fully talked myself in a circle LOL...
Oh well, it was a good run.
