It seems if you drive through once you are okay but any loops or repeat down the same road puts you at risk. I have head there are cameras on those streets. But some charges that's a slap on the hand is a joke and they keep going round and round with police.

The logical Conclusion is 2. She's been arrested a lot over the years in Other states. From the article it sounded like they picked the girls up on the street. She looks a mess anyway.
