Most likely he was busted for responding to a fake ad. A criminal tools charge related to a prostitution arrest normally comes from a person using a phone to contact a prostitute. Could also be that he was pimping someone and that led to the charges. Won't know for sure unless someone reads the arrest report.

Whoa! Hold on! If I'm not mistaken, these 20 mugshots from the Middletown prostitution sting all look to be from arrests in Jan-Mar 2009, 14 years ago.
