That's the entire point. You can't stop the people from soliciting, but you can arrest the mongers and publish there name and mugshot. The First Amendment provides for the freedom of the press to publish public information. Arrest records / photos are public records even if person is not convicted so can be published. Whether this is ethical is a different issue and debatable. If a guy gets arrested for prostitution, newspapers can publish his name / photo. Later, he could have charges dropped or found not guilty, but that information will never make the news. The damage to the guy's reputation has been done and on the internet forever. Just my thoughts.
