Registration
The way I read this is that it's not really a big deal. The City of Columbus and many other locations have required registrations for years. The ladies provide identification and proof of eligibility to work in the US. They sign a form promising to not break the rules and pay a fee. As long as they don't have prior convictions and have not overstayed their visa, they get their registration approved to provide "non-medical" or "relaxation" massage. It's a pain in the ass for the shop owner to get every new girl registered. It also grants city inspectors justification inspect the place if there's a complaint.
