    Addicts are given CLEAN needles to prevent the spread of HIV / AIDS and Hepatitis, Tetanus and STDs.

    They are distributed not to make the quality of life easier and better for the addicts, but to stem the spread of the diseases to the community-at-large.

    That's the nature of COMMUNITY health care. It's been a core tactic proven successful at hindering the spread of so much sickness.
