That's the entire point. You can't stop the people from soliciting, but you can arrest the mongers and publish there name and mugshot. The entire point of the campaign is to say "see, this can happen to you" and get people to think twice about losing their jobs, marriages or reputations. Now does this decrease crime or will it just increase it? It's hard to say.

So the monger has discretionary funds. They have a job or some standing in society. The attorney can make money keeping the event out of the courts, the police can exert perceived power over men, the prosecuting attorney can make a name for themselves, the drug non treatment facilities can substantiate their expansion, the politicians get a talking point. Too many entrenched participants that benefit from the status quo. Poor analogy but why cure cancer when you could get rich treating it? Just my jaded opinion. Stay safe guys.
