Just read the posts on this site. They all seem to want high volume girls and settle for everything that comes with a low cost.

The sweet spot in hobbying was the agencies that provided quality but still practical on price.

I personally know the owner of what was once a very successful agency. The smarter owners pay very close attention to the the laws and legislation passed in each state.
