All counties within the Albany US Attorney's purview are included. The focus is human trafficking. Hobbyists are not the primary target, but I'm certain they'll grab all the mongers that they can. Keep in mind with the new bail reform that was passed last year, not too many people are going to get held over until trial or have to post bail anymore.
