The other guy posed a bigger threat to HIM.

Law enforcement has very little to lose because most of these charges are adjudicated through a reduction in charges at the prosecution level. It's the arrest that makes the splash, not the plea or conviction.
Who remembers the troubles of TBD out of Florida, and what happened to some ladies but not to others who cooperated. I knew a girl who had to plea to a felony, while others were able to walk away scot-free.
