If I'm shorted on the time I paid for I will deduct an amount equal to the shorted time and will explain to her why her tip is not what it should have been. We shouldn't get cheated like that and it's getting more and more common. If we explain why they aren't getting the tip they are used to getting, maybe things will improve.

I try doing getting around this by trying to go at off hours and usually works.
