Cops know the girls won't stop until they want to or no one hire them, which essentially is never as far as the trade goes. So they pursue the easier target, GUYS.
Guys don't want the attention, their wives, neighbors, kids, etc.
Guys don't want to get arrested, their business or job could depend on it.
Regular guys aren't Robert Kraft so we can't all buy our way out.
Face it, the average monger is LEO's best play, so that's who they target, the press makes it seem as though they are on top of thngs.
But, until legislation changes in favor of legalization, mongers must rely.
On common sense and and a little bit of luck.
The notion that sex is legislated, outlawed, perceived as a societal "no no" and the lengths that LEO will go to to ruin a mongers' life just boggle my mind.

I have to think that if: 1) The hobbiest does not make an offer of sex for money caught clearly on an audio recording. 2) There is a hidden camera that is recording the incidents. 3) The subject is then arrested and publicly named. That there would be liability for the municipality for allowing a licensed business they know is offering sex to customers to operate without warning those entering. All they can prove is one paid for a massage and then succumbed to advances from the therapist as any man may. The therapists can't be police agents as they are performing illegal acts which is entrapment. I cannot envision any other way this can be happening unless they are gathering license plate information and people are confessing which would make for a very weak case with no further evidence.

Story says there was an investigation, maybe surveillance tracking licence plate info?
Most of the pictures show smiling people not typical mug shots.
