    It's a thing that LEO does recently. It may just be a cover ones a** for the unions and insurance purposes meaning they at least tried. Battered women runs the same way. I remember the woman and man that were the parents of the kid that did the highland park shootings over that 4th of July a few years back. The woman even mentioned that the local LEO gave her information on domestic abuse. It was a pamphlet that they left for her to read. Unfortunately mental issues and abuse issues really aren't understood whatsoever by the young people that are currently law enforcement and emergency service people that hand out those pamphlets.
