Things change slowly. Look how long it took marijuana to become legalized in the first state.
First it was medicinal in only a couple states. Then more states. Then most states.
Then it was recreational in one state. Then more states. Etc.
The process of decriminalization has begun. In 10 to 15 years it will be legal everywhere in the US. But between now and then is a slow and laborious process of going state to state and the first wave will only be decriminalization on behalf of the providers.

You might be right about the revenue generation. But I think there is another more important reason. You said itself in your title- "low hanging fruit". Drug gangs have practically taken over entire neighborhoods in Chicago and the suburbs. Murders are up. Car hijackings are everywhere. More than a few communities are talking about dumping their police departments or cutting funding. Prostitution arrests makes them look like they are doing something useful. The arrests for the most part are not violent. There is very little political opposition. Conservatives think it is an immoral practice that is a sin and liberals claim that it dehumanizes and abuses women. The cops claim it encourages rampant drug use which is why many girls are on the streets. I wrote on the streetwalker page about Baltimore and New York decriminalizing prostitution. But that is only for the girls, not us. Besides, more than one girl has related stories to me about cops she services. So it seems to me that the cops want to be seen as doing their jobs and prostitution is just too easy a target.

Also there's the humiliation / inconvenience aspect to it. It makes it harder to explain to your spouse, creates a hassle to get to your job the next day without it, and in some cases they are requiring the spouse to go and get the car from the impound. There was an article about that not long ago.

Towing the cars is a Chicago / Illinois thing that is all about the tow / impound fees generated. Some lawmakers thought it up as added revenue that isn't a tax on everyone that would help gain support. Busting AMP's and independents is a waste of time. Some day this hobby will be legal or at least decriminalized. But it's not a political thing. Look at Rockford and Belvedere. Republican areas with a ton of busts. It's easy money for the sheriffs and they get to brag about their bullshit work on "sex trafficking". It happens across the country. They should focus on abusive pimps and assholes like Matt Gaetz who sounds like he hooked up and paid up for sex with underage girls. Epstein, Maxwell, Trump, Clinton, whoever. Bust them all.

I usually Uber or Lyft when I'm meeting someone new for this exact reason. Dart is just another branch of revenue collection for the county. His Reverend Lovejoy routine about "trafficking" is nonsense but I'm sure he's conned himself into believing his one crap, though.

One state should try to implement some of the laws that's exist some places over seas, prostitution and solicitation of prostitution is legal but profiting off the solicitation is illegal. Girls can make $$$ and feel protected by the police which would eliminate a lot of need for pimps and "drivers". Make them like Uber, independent contractors paying their cut to the government.
