In otherwords, the money is deemed guilty and must be proved innocent before a court of law (I'm not kidding). I doubt any of these places (or girls) have the resources to fight this seizure, and would be hard pressed to prove they were obtained legally.
If this money is not claimed in a defined period of time, law enforcement can claim it and use it as they see fit (personnel over time, new equipment, or normal day to day operational costs). Plus this incentivizes LE to make further raids to stamp out further illegal acts. Motto of the story is don't leave large sums of unaccounted money laying around.

Police raid 3 suspected prostitution dens.

Honolulu police arrested three women Friday in a sweep targeting businesses suspected of promoting prostitution.
Officers executed warrants at Hula Girl on Young Street, Kison Health Shiatsu Therapy Center on South Beretania Street and an unidentified business on Kaheka Street.
Tok Kwon, 60, was arrested and charged with ownership or operation of an illegal business and promoting prostitution. She was released on $20,000 bail.
Yoon Jung Park, 47, and Mei Ying Zhang, 31, were arrested and charged with ownership or operation of an illegal business. They were released on $50,000 bail and $100,000 bail, respectively.
Initial court appearances for each were set for Nov. 8.

"So there was an arrest at Hula Girl which is known to offer Johns under age girls for sex (which is illegal. It's sex trafficking) and yet it is still open. Hula Girl is still open," Pacific Alliance to Stop Slavery Executive Director Kathryn Xian said.
Xian says Hula Girl has been busted before and while Friday night's arrests could be looked at as progress in the fight against prostitution and sex trafficking, she says there's much more that needs to be done.
"Our laws have been changed to be very very strict on people who provide sex for cash especially when there are children involved. Especially if people are forced. So, why isn't that happening? Why are these establishments still allowed to operate?" Xian said.
Honolulu Mayor Kirk Caldwell says the community can expect to see more raids in the near future.
"We want to crack down on it at its, source which is going to the massage parlor, going into the den where they do the drug dealing or even going to the game room," he said.
But Xian is critical of the city's enforcement strategy, saying more needs to be done.
"What really needs to happen is a true enforcement of our very good, very strict laws that go after the true owners of these establishments as well as the owners of the building who lease property to these illegal establishments," she said.
