According to the news and media. They are releasing prisoner across the USA. The prisons official are afraid that there will be riots inside the prisons that they can't control once the pandemic gets out of control with looter and rioters on the streets. This is why the military has been deployed. Why deploy military to control a riot and situation that the government is creating?

Besides America did any other country release prisoners as part of the COVID19 plan?

And why are they imprisoning and fining civilians for breaking quarantine rules? Sound dumb to jail citizens who made minor offense of breaking quarantine rules, while releasing killers, violent criminals.
