Passed the Senate and then the House. Goes back to the senate for final vote on any amendments made. Generally, any significant bill that's passed in one legislative chamber is likely to be altered by the other. If a majority of the voting members in the initial chamber agree to these modifications, the bill is endorsed and prepared to be present to the Governor. I haven't gone through the versions to see if there are any changes between but it doesn't seem very long. Most in the senate are fine with mandatory minimums so I would assume it will go to Kemp's desk shortly.

" A person commits the offense of pandering when he or she solicits a person to perform an act of prostitution in his or her own behalf or in behalf of a third person or when he or she knowingly assembles persons at a fixed place for the purpose of being solicited by others to perform an act of prostitution. " Based on this, pandering applies to the mamasan and for the monger.

So is a happy ending an act of prostitution? If so, then this law will criminalize HE while they decriminalize drug use and shoplifting. Brillant!!

I'll add my two cents from what I know and have read. Please don't take this as advice, just my thoughts.

It seems pandering refers to the setting up of another for the sole purpose of prost. This would seem to be more against the mamasan, if anything.

Again, I could be wrong, but that's how I interpreted it.

It looks like SB 36 passed the GA House on 28 March. Proposals include increased penalties for pimping and pandering that make the first offense a felony.

What I don't know is if the bill has to go back to the GA senate or to the governor, either case would just be the issue of time, as I am certain it won't be voted down. I think Texas passed something similar a while ago. It's interesting that paying for sex is legal in at least one state and will be felonies in two. I just hope that someone with deep pockets (like Robert Kraft) gets dinged and has the means for a constitutional challenge of criminalizing moral crimes..

The border is a federal mess, what angers me about this is I guarantee all of these police departments have open murder & rape investigations which the manpower could have gone to instead of guys getting a happy ending. There are thousands of rape kits which have not undergone DNA testing due to lack of funds statewide but there is money to go after moral crimes.
