I did live in Hallandale for many years until 2016. No walking allowed other than transporting your ass. If a walker plys her trade in the parking lot at Publix or Winn Dixie they will get a "go directly to jail" card. They have to move their ass over to Federal if they want to work between intervals of LEO crackdowns.
