Actually the best time to get there is between 6 and 7 on a Monday night and stay til close which is 10 on mondays. On the weekends best time is around 7:30-8 to arrive. I always liked getting there earlier to scope it out. Usually couples start pouring in after 8 on weekends.

It's great if you have a woman to bring to the balcony. It can be extremely hit or miss as a single guy.
