Totally not true. But it is hit and miss.

Certainly you cannot be sure that the time window you want is going to work. And, of course the LE pressure is significant.

I've taken the loop from around the park down 2 the shelter & back a few times over the past week or so. Literally nothing at all. The zone has been dead as far as I can tell. I don't know why, but she will be sorely missed!

Just be careful, they are out in unmarked cars and if they see you making loops, they will stop you, I know from experience.
