    But all businesses need a business license, regardless of what type of business it is or what city it's in. There is still no "massage license." If you have a business license for a massage establishment, some cities will do routine checks to make sure you're staying in compliance. In most cities that's done by code enforcement, not the cops. There are of course exceptions, but most cities leave their already shorthanded cops to fighting criminals instead of spending their time checking businesses for compliance to muni code. I've had them stop by my place maybe 2 or 3 times over 4 years. They pretty much check that our business license is current and on display, look at the restrooms to make sure there's paper towels and soap, make sure we have fire extinguishers, maybe ask for an employee list and randomly check a couple to make sure they all have current certs, but that's about it. They're in and out in about 2 minutes and don't disturb the business at all, and again, it's a code enforcement guy, not a cop. Reading the LA City Muni Code, it is a city that does require the certificate to practice massage within city limits (most cities do, but not all). But a violation is a misdemeanor at most. More likely, the first offense would be a slap on the wrist "don't let us catch you doing that again" kind of thing. Second offense would be a court appearance, fine, and suspension of certificate.

    Another thing to realize is a lot of cities know full well what goes on inside their MPs but don't really care. Downey is one of those cities. There's like 6 MPs there and most of them have been around for 20-25 years. I wad on a ridealong with a Downey cop once (a long time ago - I don't live in Downey anymore) and he pointed all of them out to me. Told me they know exactly what happens in there, but as long as they aren't a public nuisance and start drawing complaints they don't really care.
