I travel through very often due to work. Some weekends I cruise looking for SW. It is sparse most of the time. Every now and then you will see an amazing looking woman walking by herself on the stroll streets, but they won't stop to let you pick them up. Most of the ones I see walking are old, fat and ugly. I don't care if they would take a Lincoln, I am not picking it up.

YEP! And I am guessing there will plenty of requirements for them (no drugs, no visitors, counseling, assistance to get back on their feet) which should be for them to get these benefits. If this helps get homeless back on their feet, more cities may actually do this. Wondering what kind of security they will have on site?

That is true. The city of Springfield has purchased both properties with federal funds from the American Rescue Plan and plan to use the properties to house the homeless. At least that is my understanding.
