    Most of the tracking devices simply act like a cell site and / or WiFi hotspot and log your presence as your device shakes hands in an attempt to connect.

    I'd worry a lot more about that or a powered up device than a truly powered off device. Most of the buzz around communicating with so called powered off devices involves malware that makes to device appear to shut down but it's still powering the radios.

    I looked further and saw that they're special pouches that are sold that you place your phone into to avoid these things. It's nuts.
